Basketball League Rules & Guidelines

Pinoy Baltimore Sports League has formulized and agreed upon the following rules and regulations to be implemented, adhered and complied by all team participants of the League. The purposes of these rules are of imperative importance. This is to instill and promote Discipline and Sportsmanship in the spirit of fun and Competitiveness. And so, I would like everybody to comply with these rules and guidelines in order to maintain our already established Filipino camaraderie among players, management, officials and even our families.

LEAGUE GUIDELINES

  1. The League fee for this Fall-Winter League is $650.00 per team registered. It will pay the facility rental, website fees and maintenance and all other administrative expenses. Registration fees are due on the prescribed date which is on June 27,2010. Please attached the official list of the team’s roster. Payments shall be made payable to the P.B.B.L. c/o Rick-Love E. Angobung (PBBL Commissioner). This is Non - Refundable.

  2. Player must be of Filipino descent to be eligible. He must provide a valid proof of identity such as, Birth Certificate or Parental verification, Passport, and current Driver’s License. This player is only allowed to play when the Commissioner and the Board have cleared his documents. The team who allow players with questionable status to play in the League w/o the consent of the Commissioner/Committee, will result in forfeiture of the games played by this player on the team.

  3. No team or player will be admitted to participate in any game without meeting the Registration requirements and signing the prescribed waivers and other documents pertinent to the League.

  4. Senior Division is composed of players who are ages 33yrs.old and above. Those players at age 32yrs.old but celebrates their birthdays within June 27,2010 to October 16,2010, is eligible to play in the League as approved by the Commissioner. In this Division, a player must come from any other United States of America as authenticated by his driver’s license or current resident billing address. He must be from a Filipino descent or Filipino ethnicity.

  5. The Open Division is composed of players who are age 18yrs.old and above and may come from different States of the US but must provide proof of Filipino descent. A 17yr.old player will be eligible to play, provided that his birthday falls within June 27,2010 to October 16,2010, 2010, making him an 18 older player within the duration of the Fall-Winter League’s tournament.

  6. A player must have at least played three (3) games in the regular elimination round robin for him to be qualified to play in the Playoffs, if his team advances.

  7. Officials

  8. All officiating Referee officials are licensed officials. Their decisions are final and executory. These officials must be treated accordingly. Should there be problems concerning them, it should be addressed to the Commissioner and have him deal with it. Judgment calls or Referees’ calls must be respected. Questionable calls of the officials shall be challenged by the Coach only or the Assistant coach in his absence, at the proper time and place during the game.

  9. PLAYER FOULS AND TECHNICAL FOULS

  10. If a player receives a technical foul call, he will receive a warning. Second technical foul from the same player will result in an ejection from that game. That player must leave the premises of the building before the game can resume. If the player does not leave the gym, the game will be forfeited. These technical foul calls refer to bad attitude, unsportsmanlike conduct, foul language, physical abuse and disrespect to the officials.

  11. Players foul out after committing their 5th personal foul. The 4th team foul will be penalty situation which means, two (2) free throw shot.

  12. UNSPORTSMANLIKE CONDUCT

  13. If a player is involved in any physical confrontation due to an unsportmanlike conduct, this player will be liable for any consequence that will be given to him by the Committee. It may be a ban or a suspension or ejection from the game or from the League. So, if a player throws a punch towards a player, this player is automatically ejected from the game. Now, if the punch has landed on the other player which causes him to retaliate, both players will be ejected from the game. Although the player who just retaliated or have been provoked, may receive a lesser sanction/penalty.

  14. If the whole team storms inside the basketball court, the game will be suspended and players/coaches who went beyond the line will be dealt with by the Committee with the corresponding sanctions.

  15. The Coach is obligated to substitute from the floor, a player in his team who is involved, has provoked or initiated an altercation or any situation that would result to trouble or any further heated arguments between the two opposing players or teams.

  16. If the Coach is primarily involved in the altercation or squabble in the game, he will be ejected right away from that game and will be suspended and further sanctions will be charged by the Committee.

  17. MANAGERS, COACHES AND PLAYERS’ RESPONSIBILITIES

  18. Team Captains are responsible for having their team roster’s filled out in the scoring sheet at the official’s table prior to their game. Only 12 players are allowed to play. Only 2 coaches (one Assisting) are allowed in the bench. In the absence of an Assistant Coach, the team’s Manager can sit with the rest of the team. No kids are allowed in the bench. Muse/s is encouraged to join in the spectators’ bench to lead the cheering and inspiration for the team and players.

  19. Team Managers or Coaches are responsible for the Referees’ fee of $27.00 prior to their games. Otherwise, this will result to forfeiture and will be awarded to the opposing team who has paid their dues for the Referee. The game will not start without these payments.

  20. Teams must have at least four players present to start the game. If the that team does not have a total of five players on the start of the second half, the game will be forfeited and will be awarded to the complete/opposing team even if they are down in the scores.

  21. There will only be a 10 minute grace period or waiting time for the first scheduled game only. And then the next game starts as soon as possible.

  22. The team who will be charged with Forfeit/Default, is liable to pay $54.00 for the Referees’ fee. They shoulder the opposing team’s referee’s dues and theirs as well. Three (3) consecutive defaults of a team will mean disqualification from the league and must pay the corresponding dues.

  23. Players must wear their complete uniforms in every game that they play. If neither one of the upper or lower uniform is suited up, that player cannot play in the game. No switching/borrowing of uniforms because this will result to confusion in the players’ number in the scoring table. If however, the lower/higher jersey has no number and will not confuse the management table and the Referee, then he is allowed to play. Also, in cases where the opposing team allows the player to play out of kindness and tolerance, this player can play as well.

  24. CLOCK MANAGEMENT

  25. There will be four (4) 10 minute quarters per game. On the first (1st) and third 3rd) quarters, the last 1 minute will be stopped on made Free throws and Violations only. On the second (2nd) and fourth (4th) quarters, the clock will be stopped on the last two (2) minutes on Made baskets and all violations.

  26. There shall be 5 full Time Outs that will be given in each game for every team. Two (2) full thirty (30)seconds Time outs on the first two quarters. Then three (3) full thirty (30)seconds Time outs on the third (3rd) and fourth (4th) quarters. If an extension of three (3) minutes happen after the four (4) quarters, there will only be one (1) time out- (30)seconds, per team will be given.

  27. Only Coaches, Assistant Coach or, in the absence of the two in the bench, the Team Captain or whoever is assigned, can call the Time outs, only from the bench. There will be NO time outs be granted to a team leading their opponent by more than 20 points. The Referee can stop the game and proclaim the winning team if both teams are playing in an uncompetitive manner.

  28. Substitutions can be made after the 2nd made shot/ free throw and on Dead balls only.

  29. THE FACILITY

  30. Players, Coaches, Manager’s family members must obey the rules and regulations of the Greater Grace Academy gym. Food and drinks are tolerated inside the gym but (not in the playing court) and they must throw their trash in the boxes inside the gym.

  31. Small children must be accompanied by an adult and are encouraged to bring them in the playground if it is available outside the Basketball court.

  32. Littering is strictly prohibited in any area of the gym.

  33. Smoking is allowed only outside the gym and farther than the bench outside the front doors as specifically demanded by the Athletic Director of the gym.

  34. Your Family’s safety and enjoyment is this League’s top priority. In order for us to provide safety standards, we demand for your full and absolute cooperation to abide by these Safety Rules and Regulations, as well as the Guidelines set forth by the League’s Committee.

  35. Any other Rule Interpretations are at the sole discretion of the League Administrators or Commissioner.

  36. The Administrator or the Commissioner reserves all the Right and Privilege to Cancel the participation of any team or player which he deems uncooperative, troublesome and/or antagonistic to the good cause and noble purpose of this League, Or brings about shameful or conduct unbecoming to the participants or persons, who directly or indirectly involved in this Non-Profit undertaking of the PBBL Organizers.

  37. The Managers, Coaches, Players and family members are hereby informed and notified of these rules and are automatically bound by these rules and waivers set forth and signed, and in no case shall any claim of liability be made against the Management or Organizers, in the conduct of these voluntary games.

  38. Any complaint or protest about a controversy in a game or a player, qualifications or the like, may be entertained or attended by the Management – upon written request/petition within twenty four (24) hours after the questioned game and upon paying a protest fee of one hundred dollars ($100) for the setting of special/official arbitration/mediation meeting of the Board of Committees.

  39. The Board of Trustees or Arbiters are the Commissioner Rick-Love E. Angobung, Atty.Marco Rodriguez and the concerned team Division Management or Coaches who will be invited to discuss the problem, complaint, protest, investigation or any undertaking submitted legally and correctly by the concerned team or individual.

  40. A majority vote on the decision will be recognized if it is deemed sufficient to render a decision or resolution to a controversy, protest or question referred to the body.

  41. All situations NOT covered by the above rules agreed upon, shall be referred to the standard FIBA rules for resolution in a supplementary manner and Local legal ruling on other matters.
